Protecting the housing market for tenants and landlords during the corona crisis
Great challenges must be overcome to keep the housing market functional. Tenants and landlords must be protected from loss as much as possible. The goal is to prevent social upheaval and to calm the real estate market.
Real estate owners often have to sell property
When a rented property is inherited, the heirs are often forced to sell the property because the inheritance tax is too high for them or co-heirs cannot be bought out. Sole proprietors are not infrequently forced to put their rented property on the market in order to keep their own business alive with the proceeds. A large proportion of potential buyers are usually families who want to move into the new property themselves. If this buyer demographic disappears because they are short of cash themselves, there is less demand for residential real estate and prices fall.
If loans are no longer serviced, the bank can have them auctioned off, tearing an even bigger hole in the former owners' finances, as these properties are usually offered below their value.

If prices drop massively, however, financially strong and well-capitalized corporations increasingly enter the scene, recognizing the opportune moment and going on a shopping spree, just as happened in the US in 2008. What should you look out for
- As a welfare state, Germany must guarantee that neither owner-occupiers nor tenants lose their property overnight. It must therefore be ensured that sufficient housing benefit is available so that people with low and middle incomes can access it at short notice. In the event of unemployment or the bankruptcy of a self-employed person, unbureaucratic help is appropriate.
- Rent payments from the authorities must be paid directly into the landlord's account while simultaneously issuing a housing cost guarantee. This can reassure landlords, which in turn benefits tenants.
- Tenant protection against eviction must be expanded.
- The state should offer a guarantee for ongoing mortgage payments on residential real estate so that families do not fall into a debt trap.
Of course, further factors must be taken into account and it won't be possible to get out of this unscathed. A very, very large amount of money is needed, which, however, is very well invested for a functioning state.
