Haus & Grund demands the end of the energy requirement certificate for existing properties
Which energy performance certificate is more meaningful? The property owners' association Haus & Grund is right to demand a noticeable simplification of the energy requirements for residential buildings.
What purpose does the energy performance certificate serve?
The purpose of an energy performance certificate is to inform the consumer about the energy condition of a property. The introduction of efficiency classes is intended to enable comparison with other buildings. In addition, the energy certificate is intended to provide clues for future modernization options. The energy certificate always refers to the entire house. The energy value of an individual apartment cannot be determined.
The difference between consumption-based and demand-based energy performance certificates
For existing properties, there are two different approaches to creating an energy performance certificate. In the so-called consumption-based certificate, energy consumption is recorded based on heating and hot water costs and other consumption data, and the energy consumption indicator is calculated from this. In contrast, there is the demand-based certificate. The creation of a demand-based certificate is more complicated and involves higher costs. When calculating the energy demand, the physical condition of a building is examined and a demand value is calculated. Depending on the existing building fabric, recommendations for energy-related modernizations are issued.

What problems does an energy requirement certificate bring with it?
The individual behavior of users regarding energy consumption plays no role in the energy certificate. This means that it cannot provide any statement on actual consumption. The calculated value is therefore only theoretical. In practice, it turns out that actual consumption is significantly lower. However, this is highly problematic because it leads to modernizations being recommended and possibly carried out that are not necessary at all. This makes living unnecessarily expensive, which leads to resentment among owners and tenants.
An evaluation commissioned by the Federal Ministry of Transport, Building and Urban Development (BMVBS) concluded that only 29 percent of the audited energy requirement certificates accurately represent a property's energy demand even approximately. On the other hand, energy consumption certificates fell within the permissible tolerance at 66 percent. The researchers concluded that the susceptibility to errors is significantly higher with the energy requirement certificate. Therefore, the property owners' association Haus & Grund rightly demands the abolition of the energy requirement certificate for existing properties.
