Is a new meter required for the installation of solar panels on the balcony?

Even though plug-in solar systems are intended for self-consumption and not for feeding power into the grid, electricity can flow into the grid. This does not pose an obstacle and is entirely permissible, provided that the inverters you use comply with the standards.
The plug-in solar device could cause conventional electricity meters with a mechanical rotary disc (“Ferraris meter”) to run backward, as these meters are not equipped with a reverse lock. Therefore, in this case, the grid operator, as the competent metering point operator, replaces the conventional meter with a modern electronic meter, which is also referred to as a modern metering device (mME).
These meters are available in two versions: single-piece meters continue to measure only electricity consumption and do not count backward when electricity flows into the grid. With this type of meter variant, the (low) excess feed-in is not recorded.
Alternatively, a bi-directional meter can be installed. Technically, these are the same meters, but they are programmed to record and display both directions of current—the electricity drawn from the grid and the electricity fed back into the grid.
The legislature provides that in the course of the coming years, all electricity meters in Germany are to be replaced by such modern measuring devices as part of the so-called smart meter rollout.
If your grid operator removes the old meter and installs a modern measuring device instead, they are not allowed to charge you for this. This is because the Metering Point Operation Act stipulates that the costs for installing and removing meters must already be included in the annual metering price. Many grid operators are willing to waive the meter invoice when registering a plug-in solar system.
If a modern measuring device is installed, the annual measurement costs can be increased to the statutory maximum amount of EUR 20 per year.
Tip: Make sure that your chosen electricity provider or local supplier does not include the metering costs twice in the base price for the electricity supply.
